ONDIPA– ONDO STATE DEVELOPMENT AND INVESTMENT PROMOTION AGENCY

Ondo State Development And Investment Promotion Agency (ONDIPA) is a one-stop shop responsible for investment promotion and multilateral corporation in the state.

We are on a mission to actively facilitate, promote, manage and support investments. Our services are efficient and we offer investors a transparent, easy-to-navigate process ensuring their investment journey is smooth and non-stuffy.

ONDIPA takes an active approach to provision to ensure that Ondo State becomes the destination of choice for investments in Nigeria and the West African sub-region.

OUR MANDATE

  • Advise and assist the government in creating an attractive and competitive climate for business that will lead to robust economic activities in the State;
  • Monitor the implementation, execution and    delivery of projects as contained in agreements between the Government and respective investors;
  • Enter into and participate as an agent of the Government in any such business, project, transaction negotiations or financial arrangement which the Government desires to enter into or participate in its direct capacity as a State and not through any other statutory corporation;
  • Act as trustee, hold and dispose of any such property in trust for and on behalf of the Government; however subject to the provisions of the Land Use Act in relation to Land Matters
  • Advise and conduct risk or benefit assessment that will assist the Government in decision making and the implementation of all projects and programmes pursuant to the State Investment Promotion Strategy;
  • ONDIPA may grant a margin of preference in the evaluation of Expression of Interest when comparing from domestic bidders with those from foreign bidders or when comparing Expression of Interest from domestic suppliers offering services locally with those from foreign suppliers
  • Assist the State in building capacity for investment project identification, evaluation, planning, execution and management;
  • Source on behalf of the Government, finance for investment from multilateral and bilateral development partners as well as private investors, both domestic and foreign through public private partnerships and other financial arrangements, and where appropriate, act as lead negotiator in transactions with private investors that ensure the needs of the State and those of its citizens are well represented;
  • Advise and assist in the establishment of a framework for monitoring and evaluating the progress of the State’s strategic economic investment programmes and projects for effective implementation;
  • Foster sustainable economic growth and create job opportunities for the residents of the State.
  • Establish a framework for identifying and pro-   actively engaging the Federal Government and its agencies in the investment promotion drive of the State;
  • Publish and periodically revise data and information on the investment status of the State in order to assist prospective investors to evaluate the State’s potential as a lucrative investment destination;
  • Convey, assign, surrender and yield up, accept the surrender of, charge, mortgage, demise, reassign, transfer or otherwise dispose of, or deal with any movable or immovable property vested in ONDIPA;
  • Articulate, clear growth and development strategies for providing needed support and appropriate incentives to grow the local private sector and enlarge the economic base of the State in line with the priorities of the State;
  • Based on the State’s resources focused on the approved ONDIPA strategy, identify and document available land for agricultural, housing, mining, industrial and other uses so that it can be speedily made available to qualified investors in a manner that protects the rights of all stakeholders (land owners, occupiers, communities) and provides opportunities for optimal land use for investment and job creation;
  • Advise and assist the government in developing and maintaining a comprehensive and reliable database on investment opportunities for effective planning especially in areas where the State has demonstrable comparative and competitive advantages;
  • Develop a database of reputable prospective and potential investors both in Nigeria and abroad with a view to reaching out to them when opportunities arise;
  • Plan well-researched investment promotion activities including tours and road shows aimed at promoting specific investment projects in areas when the State has demonstrable comparative and competitive advantages;
  • Act as the State’s lead negotiator for all Public Private Partnership models including Build Operate-Transfer, Concession, Privatization Transactions etc. even where they are identified and/or project managed by other Ministries, Departments and Agencies;
  • Act as a one-stop resource and coordination centre for all investment related activities;
  • Take over existing state projects structures and outfits which fall within its mandate; and even where they are identified and/or project managed by other Ministries, Departments and Agencies;
  • Perform such other functions as the Governor may from time to time direct or as may be deemed necessary to achieve its primary purpose under this Law.

Lucky Orimisan Aiyedatiwa

CHAIRMAN AND GOVERNOR OF ONDO STATE

Brief History & Educational Background

He was born to the family of Mr. Titus Akande and Mrs. Rosanah Moyebi Aiyedatiwa (of blessed memory) on the 12th day of January 1965. He is a native of Obe-Nla, an oil-bearing community in Ilaje Local Government Area of Ondo State. He had his elementary education at Saint Peter’s UNA (now FAC) Primary School, Obe-Nla/Obe Adun in Ilaje LGA of Ondo State between 1970 and 1976. He had his secondary education at Ikosi High School, Ketu, Lagos in 1982. He then proceeded to Lagos State College of Education (now Adeniran Ogunsanya College of Education), Ijanikin, Lagos where he obtained Nigeria Certificate in Education (NCE) in Economics and Government in 1986.

After a period as a classroom teacher and subsequent diversification into business, Aiyedatiwa later attended University of Ibadan for Advanced Diploma in Business Administration with distinction in 2001.  He is an alumnus of Lagos Business School – Pan Atlantic University, Lekki, Lagos with Post Graduate Certification in Chief Executive Education (CEP) in Business Management in 2009.  He is also an Alumnus of University of Liverpool, United Kingdom where he obtained a Master Degree of Business Administration (MBA) in 2013.

Lucky Orimisan Aiyedatiwa

GOVERNOR, ONDO STATE & CHAIRMAN ONDIPA BOARD

Hon Lucky Orimisan Aiyedatiwa was born on the 12th of January 1965 to the family of Mr. Titus Akande and Mrs. Rosana Moyebi Aiyedatiwa of Obe-Nla, an oil-producing community in Ilaje Local Government Area of Ondo State. He had his elementary education at Saint Peter’s UNA (now FAC) Primary School, Obe-Nla/Obe Adun between 1970 and 1976 completing his secondary education at Ikosi High School, Ketu, Lagos in 1982. He then proceeded to Lagos State College of Education (now Adeniran Ogunsanya College of Education), Ijanikin, Lagos where he obtained the Nigeria Certificate in Education (NCE) in Economics and Government in 1986.

Aiyedatiwa later attended University of Ibadan gaining Advanced Diploma in Business Administration with distinction in 2001. He is also an alumnus of Lagos Business School (Pan Atlantic University), with a Post Graduate Certification in Chief Executive Education (CEP) in Business Management (2009). In 2013, he obtained a Master of Business Administration MBA) degree from the University of Liverpool.

Before entering politics, Lucky Aiyedatiwa built a successful career in business with interest and substantial experience in marketing, financial and human resources management, product development, construction, real estate, hospitality, public relations, travels, and tours. He was the MD/CEO of Blue Wall Group of Companies established in 1996 which includes Blue Wall Nigeria Ltd, a trading company, Blue Wall BDC Nigeria Ltd., a Central Bank of Nigeria (CBN) licensed foreign exchange trading company, and Blue Wall Safety Travels and Tours, an IATA licensed travel agency and logistics company.

He joined active politics in 2011 and was one of the National Delegates from Ondo State at the All-Progressives Congress (APC) National Convention in Abuja in 2014. He later became the House of Representatives’ candidate of the party for Ilaje/Ese-Odo Federal Constituency in the 2015 General Election.  Lucky Orimisan Aiyedatiwa was appointed by President Muhammadu Buhari as Federal Commissioner representing Ondo State on the Board of Niger Delta Development Commission (NDDC), 2018-2019.

Aiyedatiwa has also held several positions including the National Public Relations Officer (PRO) for the Association of Bureau De Change Operators of Nigeria (ABCON) 2004-2010.  Chairman of Southwest Zone of ABCON 2010-2011.  Trustee/Treasurer, Ilaje League of Professionals, President of Chief Executive Class ’18 (CEP18) of Lagos Business School, Alumni Association.  Executive Member of Lagos/Southwest Network of University of Liverpool Global Alumni.  He was also conferred a platinum award by the Chartered Institute of Local Government and Public Administration of Nigeria (CILGPAN) on 16th September 2021.

In 2020, he became Akeredolu’s running mate and was elected Deputy Governor. He served as Acting Governor on two occasions, first from June to September 2023 and subsequently from December 12, 2023. Aiyedatiwa was sworn in as Governor of Ondo State on the 27th of December 2023

Emmanuel Omomowo

MD/CEO & VICE CHAIRMAN ONDIPA BOARD

Mr. Emmanuel Olowo Omomowo was born on 3rd January, 1966 to the family of Pa Zebulon Omosuyi Omomowo and Mrs. Maryam Omodudan Omomowo of Obe–Rewoye Community in Ilaje Local Government Area of Ondo State, Nigeria. He attended L.A. Primary School, Obe–Rewoye (1973–1979) and Mogonhen High School, Ikorigho (1979–1984). He later studied Law at the University of Benin, Benin City, between 1990 and 1996, and was called to the Nigerian Bar in September 1999. He is a member of the Nigerian Bar Association, Chartered Mediators & Conciliators of Nigeria, and the Institute of Chartered Secretaries and Administrators of Nigeria.

Mr. Omomowo began his legal career in October 1999 with the law firm of Adigun Ogunseitan & Co., Allen Avenue, Lagos. In October 2000, he joined the Ondo State Public Service as a Senior Legal Officer in the Ministry of Justice, where he served in several departments, including Public Prosecutions, Law Drafting & Review, Research & Library, the Office of the Public Defender, and the Citizens Mediation Centre. Through dedication and professional excellence, he rose through the ranks and attained the position of Director in 2018.

He was appointed Administrative Secretary of the Ondo State Directorate of Public Private Partnership (PPP) in April 2010, where he played a key role in policy development, regulatory frameworks, and the facilitation of major PPP projects in the state. In January 2018, he was further appointed Administrative Secretary and Legal Adviser of the Ondo State Development & Investment Promotion Agency (ONDIPA), serving until his retirement on 2nd January 2026. During his service, he also led the Agency for over 20 months while the CEO position was vacant.

With over twenty-seven years of professional experience, Mr. Omomowo has participated in numerous local and international trainings, seminars, and conferences on PPP and investment development. He contributed significantly to the negotiation, drafting, and review of government agreements and investment projects with both local and multinational partners. Notable projects he worked on include the Akure Shopping Mall, Ondo State 30MW Independent Power Plant at Ore, Ondo State Sunshine Plaza (Victoria Island, Lagos), Sunshine Apartments (Ikoyi, Lagos), Ore Industrial Park, Egg Powder Processing Plant (Emure-Ile), Ondo Deep Seaport Project, proposed 500,000 bpd Refinery, and the Sunshine Free Trade Zone Development at Erunna/Ogboti.

He enjoys reading, swimming, and sports, and is happily married with children.
